Freeport Gives Site Plan Review Approval for Proposed Power Plant 2 Electric Generation Project Site
Plan Review Board Approval is Key Milestone for
Village and PPL Global Projects (Freeport,
New York, September 27, 2002) – At its hearing last evening, the Village
Site Plan Review Board approved the applications of the Freeport Electric
Department and PPL Global in connection with the Freeport Power Plant 2
Electric Generating Projects. “We
are pleased that the Site Plan Review Board has approved the Power Plant 2
Generation Projects applications. This milestone is significant in moving
the project forward towards construction” stated Hubert Bianco,
Superintendent of Electric Utilities. “ The combined hearing for the two
projects ensured that the Site Plan Review Board had the opportunity to
consider the Freeport Electric and PPL Global projects at Power Plant 2 in
a consolidated and coordinated manner before making its determination and
granting the site plan approval.” The
applications considered by the Site Plan Review Board were filed
separately by the Village Electric Department and PPL Global for each of
their 44MW generator projects and ancillary facilities at the Power Plant
2 site. The
Village proposes to construct a state-of-the-art 44MW (simple cycle dual
fuel LM6000 generating facility) facility consisting of separate
electrical control building and control panel, separate 180' stack,
separate step‑up transformers, separate emissions monitoring
station, separate Selective Catalytic Reduction (SCR) facility, separate
auxiliary skid, separate gas metering station, separate gas compressor,
separate maintenance pad, separate water injection skid and separate
ammonia delivery system and an estimated 42' high noise abatement wall.
Located on a separate site within the Freeport Electric
Power Plant 2 property, PPL Global proposes to construct and operate a
44MW simple cycle dual fuel generating facility. The PPL facility will be
an LM6000 generation station having a separate electrical control building
and control panel, a separate 180' stack, separate step-up transformer,
separate emissions monitoring station, separate SCR facility, separate
auxiliary skid, separate gas metering station, separate gas compressor,
separate maintenance pad, separate water injection skid and separate
ammonia delivery system. The
estimated 42' high noise abatement wall to be constructed by the Village
will also serve to abate noise from the PPL unit.
The
Village Board previously considered an Environmental Assessment Report
prepared by TRC Solutions and submitted to the Village on June 5, and
adopted a Negative Declaration on June 25 which determined that an
Environmental Impact Statement was not required.
